Speaker: Dr. Zhi Liu is Senior Fellow and Director, China Program, Lincoln Institute of Land Policy, and Director, Peking University – Lincoln Institute Center for Urban Development and Land Policy. He is specialized in land and housing policy, infrastructure finance, and urban and regional planning. Previously he was a lead infrastructure specialist at the World Bank, with years of operational experience in the infrastructure and urban sectors. He is a member of the Expert Committees for Housing and Real Estate, and for Human Settlements, Ministry of Housing and Urban & Rural Development. He co-edited International Housing Market Experience and Implications for China (Routledge, 2019), and Infrastructure Economics and Policy: International Perspectives (Lincoln Institute of Land Policy, forthcoming).

Abstract: China’s Land Management Law was amended in 2019, and the regulations for the implementation of the amended law became effective on September 1, 2021. Over the last two years, China has been establishing a spatial planning system which emphasizes the balance between urbanization, ecological protection, and rural development. At the city level, urban regeneration is promoted to be an alternative mode of urban spatial development. What are the implications of these changes on rural land policy? This is the central topic of the seminar. It will cover China’s land policy framework, land-based finance, and the challenges and reform directions for rural land use.

l How has China’s rural land policy evolved over the last four decades?

l What will be the effects of the newly amended Land Management Law on rural land use?
